Dubai, UAE — Dubai’s Department of Finance (DOF) and Digital Dubai (DDA) have announced the activation of Jaywan, the UAE’s national payment network, on the DubaiPay platform, expanding digital payment options and supporting the implementation of the Dubai Cashless Strategy.
The activation follows the successful completion of operational testing by DDA, confirming DubaiPay’s readiness to process Jaywan card transactions securely, efficiently and reliably.
The first government transaction using Jaywan on DubaiPay was completed through the Dubai Cares donation service, marking the network’s first use across government payment channels on the platform.
Jaywan is the UAE’s national card payment scheme operated by Al Etihad Payments, a subsidiary of the Central Bank of the UAE. The network provides a national payment infrastructure for individuals, merchants and financial institutions, supporting the localisation and expansion of electronic payments.
Jaywan cardholders can use their cards across point-of-sale terminals, ATMs and e-commerce platforms, providing an additional payment option for consumers and businesses.
Abdulrahman Saleh Al Saleh, Director-General of DOF, said the activation represents an important milestone in Dubai’s digital payments ecosystem and demonstrates the government’s commitment to supporting national payment solutions and integrating them into government services.
He added that the transition towards a cashless economy goes beyond replacing cash with digital payment methods, encompassing improvements in customer experience, financial efficiency and the government’s ability to adopt innovative and sustainable solutions.
Hamad Obaid Al Mansoori, Director-General of DDA, said integrating Jaywan into DubaiPay represents another step towards developing shared digital infrastructure capable of delivering more integrated and efficient government services.
According to Al Mansoori, the integration expands customer choice, improves the digital payment experience and strengthens confidence in electronic transactions while enabling national initiatives to integrate seamlessly with Dubai’s digital ecosystem.
Matar Al Hemeiri, Chief Executive of the Digital Dubai Government Establishment, said the activation further strengthens Dubai’s digital infrastructure and its ability to deliver seamless, people-centric government services.
He noted that digital payments have become a fundamental component of Dubai’s digital lifestyle, with continued integration across platforms helping government entities deliver smarter, more agile and efficient services.
Ahmad Ali Meftah, Executive Director of the Central Accounts Sector at DOF, said the integration strengthens interoperability between Dubai Government’s digital financial infrastructure and the UAE’s national payments ecosystem.
He added that the additional payment channel will enhance government revenue collection efficiency while giving customers greater flexibility in choosing their preferred payment method.
Amna Mohammed Lootah, Director of the Digital Payment Systems Regulatory Division at DOF, highlighted the close collaboration among government entities and stakeholders across the payments ecosystem that enabled Jaywan to be activated on DubaiPay.
The integration is expected to support the wider adoption of digital and national payment solutions across Dubai Government services while strengthening interoperability between payment systems.
The move also supports the objectives of the Dubai Cashless Strategy, which aims to increase the share of cashless transactions across the government and private sectors to 90% by the end of 2026.
By integrating Jaywan into DubaiPay, Dubai is further strengthening the connection between the UAE’s national payment infrastructure and its digital government ecosystem, creating more choice and convenience for residents, visitors and businesses.
