Morocco Commits $140M to Support Its Startup Ecosystem Under Digital 2030 Strategy

Casablanca: Morocco has announced a USD 140 million (MAD 1.3 billion) investment package to strengthen its startup ecosystem as part of its Digital 2030 strategy, aiming to position the country as a regional hub for digital innovation and entrepreneurship.

The announcement was made by Amal El Fallah Seghrouchni, Delegate Minister for Digital Transition and Administrative Reform, during the fifth edition of the Digital Now Forum 2025 held in Casablanca.

The funding will be deployed across multiple pillars to support startups at different stages of growth. Around USD 81 million (MAD 750 million) has been earmarked for venture-building programs focused on nurturing early-stage startups, from ideation to market entry. A further USD 49 million (MAD 450 million) will be allocated to expanding venture capital access, with an emphasis on encouraging greater private-sector participation. The remaining USD 7.6 million (MAD 70 million) will be used to strengthen and expand Morocco’s Technopark network.

Speaking at the forum, Minister Seghrouchni said the new financing mechanisms are designed to reinforce Morocco’s venture capital landscape and stimulate entrepreneurial activity across the country.

The combined impact of venture-building initiatives and Technopark expansion is expected to support the creation of 1,000 startups by 2026, with a longer-term target of 3,000 startups by 2030.

Beyond funding, the Digital 2030 strategy also places strong emphasis on inclusive and balanced digital development. Planned initiatives include digital inclusion programs targeting rural and underserved areas, as well as the establishment of Jazari Institutes. These institutes aim to strengthen regional innovation ecosystems, foster local entrepreneurship, and further enhance Morocco’s position as a digital and innovation hub in the region.
